Emprunt forcé

2. Brugge, Jan Frans Bouvy, 1796, collection of 6 documents pertaining to a request for a decrease of his contribution to a forced loan ( emprunt forcé ) imposed by the French Revolutionary Government. The plaintiff is taxed for an amount of 600 Livres. In different documents he argues that his total yearly income is barely 600 Livres and that he owns neither houses nor land. Among the documents is a printed receipt with manuscript addition stating that he paid 100 livres but that the rest will have to be paid. Poignant testimony of the harsh fiscal measures taken by the occupying French Revolutionary Government in Flanders.

Feuille Feuille (38,8 x 50,5 cm dépliée), bons pour l'emprunt forcé de l'an 5 (mais imprimé pour l'an 4 et corrigé à l'encre dans le texte principal daté du 20 Ventose, soit mars 1797) pour la commune de Lootenhulle, municipalité de Nevele, département de l'Escaut. Les bons ont une valeur de 110 livres chacun, et les bons n°1 et 2 ont été découpés et sont absents ; bon état général. Livraison a domicile (La Poste) ou en Mondial Relay sur simple demande.

'Célèbre rapport sur le grand Livre de la dette publique. Le Grand Livre de la dette publique sera le titre unique et fondamental de tous les créanciers de l'état.' (Stourm). The whole idea behind the 'Grand Livre' was to do something about the two main causes of the confusion which prevailed concerning the finances of the state. These two causes were: the excessive amount of assignats in circulation and their consequent depreciation, and the ignorance prevailing as to the actual debt of the country. Cambon proposed to draw up the 'Grand Livre' of the national debt. It was this great measure upon which his fame as financier rests. (See: Palgrave 206-7; see also at length: Historical Dictionary of the French Revolution).Dominique-Vincent Ramel de Nogaret, representative of the Third Estate, was mainly interested in financial questions, voted in favor of the assignats. 'Mais le nom de Ramel-Nogaret demeure surtout attaché au ministère des Finances du Directoire qu'il exerça de janvier 1796 à juillet 1799. C'était une tâche difficile, c'est le moins qu'on puisse dire. L'opinion rentière lui reprocha la débâcle des assignats et la banqueroute des 2/3, alors qu'il fut un excellent ministre: allègement de la dette, refus des expédients, refonte du système fiscal (après lui il demeura en l'état pendant tout le XIXe siècle), début de la construction de l'administration des Finances qu'achèvera Gaudin.' His work was of high quality and great importance.
