First edition. A proclamation from the state, which explains that municipal officers had been negligent in raising the Contribution Patriotique, and that if they failed to raise it from the wealthy, they would be responsible for it themselves. One leaf folded, and printed on three sides. To the end of the document four names are printed. The leading of which is Destournelles, and it is he who has signed this copy to state that it is genuine. Destournelles, who served as Ministre des Contributions Directes during the French Revolution, exhibited notable loyalty in managing his ministry's staff amid the tempests of the era, retaining the majority save for avowed counter-revolutionaries, a prudence which invited charges of undue moderation. In the throes of the Reign of Terror (17931794), he sought to shield a brother from arrest, only to find himself imprisoned; the Comité de Salut Public, in its purge of 1 April 1794, supplanted the executive council with departmental committees, consigning ministers such as he to the sidelines. He perished in gaol on 27 July 1795. The "patriotic contribution" (French: contribution patriotique) was a progressive wealth tax, introduced in 1793 to help fund the war effort. It affected those of incomes above 200 livres, and extended up to 50% of the income of those earning more than 10,000 livres per year. As this document shows, it proved hard to collect. The proclamation is in very good condition, with just a touch of darkening to the edges of the two outside pages. 24cm x 19.5cm. .
