First edition. Official publication including Cambon's report and the law of 24 August, as well as Nogaret's report. 'Célèbre rapport sur le grand Livre de la dette publique. Le Grand Livre de la dette publique sera le titre unique et fondamental de tous les créanciers de l'état.' (Stourm). The whole idea behind the 'Grand Livre' was to do something about the two main causes of the confusion which prevailed concerning the finances of the state. These two causes were: the excessive amount of assignats in circulation and their consequent depreciation, and the ignorance prevailing as to the actual debt of the country. Cambon proposed to draw up the 'Grand Livre' of the national debt. It was this great measure upon which his fame as financier rests. (See: Palgrave 206-7; see also at length: Historical Dictionary of the French Revolution).Dominique-Vincent Ramel de Nogaret, representative of the Third Estate, was mainly interested in financial questions, voted in favor of the assignats. 'Mais le nom de Ramel-Nogaret demeure surtout attaché au ministère des Finances du Directoire qu'il exerça de janvier 1796 à juillet 1799. C'était une tâche difficile, c'est le moins qu'on puisse dire. L'opinion rentière lui reprocha la débâcle des assignats et la banqueroute des 2/3, alors qu'il fut un excellent ministre: allègement de la dette, refus des expédients, refonte du système fiscal (après lui il demeura en l'état pendant tout le XIXe siècle), début de la construction de l'administration des Finances qu'achèvera Gaudin.' 'Cambon was without doubt the greatest financier of the French revolution; he shared Mirabeau's abhorrence of national bankruptcy; he strove to draw his country from the financial embarrasment caused by the depreciation of the assignats; he managed the treasury skilfully and with absolute honesty, and he possessed Montesquieu's power of making financial statements lucid and even interesting.' First edition of this important book of which Venturi wrote: 'one of the fundamental books of the Spanish Enlightenment' (F. Venturi, Italy and the Enlightenment. Studies in a Cosmopolitan Century, p. 274). 'Pedro Rodriguez de Campomanes (1723-1802), an eminent Spanish jurist, economist and statesman. As a member of the group of enlightened ministers who gave lustre to the reign of Charles III, he laboured for the reform of taxation, the promotion of agriculture and manufactures, the diffusion of education and the adaptation of Spanish institutions to the needs of the age. Eminently upright and disinterested, he was one of the foremost benefactors of his country. His theoretic views and practical efforts strikingly resemble those of his illustrious contemporary Turgot' (Palgrave, i, p. 208). 'A man of wide culture and great ability, he tried his hand, both in office and out of it, on the great economic problems of his time and country. Of his writings, the one most relevant to our purpose is his Discurso sobre el fomento de la industria popular, which was to move McCulloch to fervent eulogy.' 'They (Campomanes and Jovellanos) were practical reformers in the line of economic liberalism, and neither bothered about nor contributed to the progress of analysis. But they understood the economic process better than did many a theorist. And, in view of the date of Campomanes Discurso (1774) it is not without interest to observe how little, if anything, he stood to learn from the Wealth of Nations' (Schumpeter, p. 172-173 and note). The Discurso sobre al fomento .... and the Discurso sobre la Educacion Popular .... 'are intended to show the dignity and importance of arts and manufactures; the patronage to which they are entitled; the drawbacks under which they laboured in Spain from corporation priviliges and vicious taxes and regulations; and the many advantages that would result from the systematic and judicious training of those engaged in them' (McCulloch, p. 361). - The first 7 leaves have been bound in reversed order. A good copy of a scarce and important work.

'The economic repute of Cantillon, for a time completely obscured by the glory of Adam Smith, can never have rested upon the popularity of his little book, now one of the scarcest works in economic literature .. The influence of the book is evidenced not only by the number but by the distinction of its students, including Gournay, Quesnay, Mirabeau, Turgot, and Adam Smith. It gave birth to Mirabeau's l'Ami des Hommes and apparently suggested much of the Tableau Oeconomique of Quesnay and parts of the Wealth of Nations .. Cantillon avoided, as Jevons has pointed out, the one-sidedness of the Physiocrats; and yet has been marked out as a Physiocrat .. Jevons thought Cantillon wrote 'with the scientific precision of a Cairnes or a Cournot,' and Prof. Marshall refers to his 'thoroughly scientific manner of discussion' .. In France the Essai has been pretty continuously read (see e.g. Ganilh, Des Systèmes d'Economie Politique, 2d. ed. 1821), and so stimulating and suggestive does it remain that its direct influence may be found to be not yet exhausted' (Palgrave, i, pp. 214f). Roll has called this work 'the most systematic statement of economic principles, before the Wealth of Nations' (History of Economic Thought, p. 121).Cantillon, a French banker of Irish extraction, was influenced by Petty, but his own influence was principally felt by the Physiocrat school: Higgs maintains that Quesnay took his fundamental principle of Physiocracy from the Essai. The Essai was written about 1730 and circulated in manuscript. Cantillon died in 1734 and the work was first published in 1755 in French, not in English, as stated on the title.The Essai has been quoted by Smith, Condillac, and Quesnay, plagiarised by Harris and Postlethwayt, and called by Jevons 'more emphatically than any other single work the cradle of political economy'. The work is divided into three sections: a general introduction to political economy, a treatise on currency, and a study of foreign commerce and exchange.'Since the 'discovery' of Cantillon by the English-speaking world following Jevons's enthusiastic article (1881), no less than justice has been done to the merits of the Essay .. Jevons himself noted that Cantillon had presented a treatment of currency, foreign exchanges, banking and credit which, judged against the work of its period, he felt to be 'almost beyond praise' .. It was likewise recognized as early as Jevons that Cantillon had set out the leading ideas of Adam Smith's 'important doctrine concerning wages in different employments' .. and that the Essay contained .. 'an almost complete anticipation of the Malthusian theory of population' (The New Palgrave, i, p. 318). - A very good copy.

Apart from this work, he published another work, opposing the Parlement in the matter of the "Grand Conseil" and for these two works he was exiled. He went to Rome where he studied Antiquity, collected an important collection of ancient money, and published a work in which he showed he had discovered the country house of Horatius. This work was an important topographical study of Rome and the roman country side. His exile being terminated in 1776 he returned to Paris with his collections (antique and medals) and an important library. - Small stain in upper margin of title-page and first few pages, copy with wide margins, rare.

Grimm considered this work as better and more reliable than Voltaire's Siècle de Louis XIV. - From the Fürstlich-Starhemberg'sche Familien Bibliothek Schloss Eferding, with stamp on free front blank and half-title, a very nice copy.

First edition, rare, of this important treatise on political theory, a blueprint for constitutional reform by the Florentine diplomat and government official Bartolomeo Cavalcanti (1503-1562). Because of political differences with the Florentine government and the Medici, Cavalcanti went into voluntary exile, was in the employment of Pope Paolo III, and Henri II of France, and especially in the liberal republic of Ferrara. Cavalcanti was much praised for his theoretical writing and his political acumen, but also for his publications on rhetoric and political theory. His work was published posthumously and edited by Sebastiano Erizzo (1525-85), whose own brief treatise on civil government, here published for the first time, is bound at the end, the last 14 leaves, and which is almost always lacking, entitled: Discorso de I Governi Civili di M. Sebastiano Erizzo, gentilhuomo Venetiano. A M. Girolamo Veniero.Starting with Plato's Republic and Aristotle's Politics, Cavalcanti develops a remarkable and far-reaching analysis of the workings of the city republic, published in a democratic spirit in Venice. The treatise is of particular interest because Cavalcanti incorporates a discussion of the economic situation and workings of public administration. Cavalcanti concurs with Aristotle that the ultimate purpose of the city state is the well-being of all citizens, and the ideal form of government would be democracy. He maintains that a healthy economy is one of the prerequisites of a functioning city state. The far-reaching importance of Cavalcanti's treatise can be seen in the fact that it was reprinted a number of times, first in 1591, but then again in 1805 and in 1852. - Some mild browning, stronger on leaves 9-11, prelims and first 5 leaves with a small inkspot in lower blank margin, but in all a good copy.

First edition. Jacques-Georges Chauffepié (9 November 1702, Leeuwarden - 5 July 1786, Amsterdam) was an 18th-century French biographer and calvinist minister and preacher. He added some 1400 articles to Bayle's dictionary. He spend many years preparing the work and showed an enormous learning. It was, together with Bayle's dictionary, one of the earlier dictionaries in Europe published in vernacular to make an impact on the European world of letters."The project of a supplement to the dictionary of Bayle was conceived at the death of the philosopher, but was not executed. After some English people of letters gave an English translation of the book by Bayle in 40 vol, with considerable additions, it was proposed to Chauffepié to translate into French the additions made in England. These additions consisted either in addition to articles by Bayle, either new articles, He devoted many years to this work, and made himself new additions and new articles. Out of nearly fourteen hundred items found in his dictionary, more than six hundred, almost all English, are translated without additions from Chauffepié; about two hundred and eighty are reworked by him, some five hundred items are entirely his. Chauffepié has neither the piquancy nor cynicism of Bayle. He meets the character of Minister which he was invested with. He sometimes straightens English authors, and shows great erudition. Only in a work of this scope can we afford the explanatory notes of the text, or dissertations on some curious history or literature points" (Wikipedia).

Legal and historical work dealing with Machault's plans to tax the ecclesiastical properties. The clergy maintained that they were exempt from tax and that whatever they paid was a voluntary gift. Chauvelin maintains that the clergy can not be exempt from taxes if the king thinks he ought to ask a contribution from them. The issue was hotly debated at the time, as the long list of works cited by Stourm shows. The work was condamned, Machault's plans failed and the exempt position of the clergy was maintained upto the revolution.

The Parisian bookseller and former freemason, J.-B. Chemin-Dupontès wrote in September 1796 a pamphlet, Manuel des Théopanthrophiles, a term later changed to théophilantropes, meaning 'lovers of God and man.' The movement spread slowly and by May 1797 the movement was noted by the press. By the end of the year it began to expand, producing a yearbook and creating branches throughout the country. The movement reached its peak in the autumn of 1798 when it had fifteen churches in Paris alone. Outside Paris, it had strength in the department of the Seine and cells in former centers of dechristianization like Dijon, Macon, and Auxerre. Its services consisted of readings, drawn from an eclectic range of materials, hymns, either set in plain song or the chant de départ, and moralizing addresses.

The work enables a person to be completely self-supporting and to produce for a market.'Le Dictionnaire oeconomique a joui d'une grande réputation. Il est même encore estimé aujourd'hui. The Dictionnaire de Biographie Française, vol. vii, writes: 'Il n'avait publié qu'un court mémoire sur les apparences de la lune éclipsée.'
