The Charter of 1814 and the slightly revised Charter of 1830 provided the basis of the French political and legal structure even today (Historical Dictionary of France from the 1815 Restoration to the Second Republic, vol. i, pp. 192-199). Signed 31 juillet 1830 and followed by a declaration of the Commisison Municipale de Paris of 4 articles concerning the creation of a Garde nationale.

After the title-page is an 'Avertissement', followed by a 'Sommaire des Lettres provinciales, depuis la première, jusqu'à la vingt-cinquième' of two leaves containing the summaries of the first 8 letters and a part of the ninth, lacking whatever was published further, followed by the 'Sixième Lettre du Marchand de Province, &c' upto the 'Trente-et-unième Lettre Provinciale'. From the summary we can see that the first letters were published in 1699, and the 31st letter is dated October 31, 1701. Apparently the first six letters were published as 'Lettre du marchand de Province, .....', with the 7th letter the title becomes 'Lettre Provinciale ......' All letters have 4 leaves. They all deal with commerce and trade, finance and financial politics, religion and religious conflicts, and politics.This is possibly a collective edition of separately issued letters with a specialy printed title-page. The piece is very rare: the BN (l'Arsenal) has a copy with the first six letters, but containing 22 letters only, the letters 23-31 being absent.

The events of May 15 deal with a large demonstration mounted by Parisian clubists and workers to pressure the Assembly to send troops to the aid of Poland which escalated into an invasion of the Assembly and the proclamation of a New Provisional Government, including Louis Blanc and other leftists. But the Executive Commission soon dispersed the demonstrators, arrested the most popular leaders -including Albert, Barbès and Blanqui- and suppressed many of the clubs. Draconian laws prohibited street gatherings, consequent mass arrests, and the Assembly's hostility to social reform created a situation electric with fear and anger. This was precipitated into insurrection by the Assembly's decision on 21 June to slash the rolls of the National Workshops. For four days, an unprecedented civil war tore the city in two. The June uprising started with several large gatherings at the Place de la Bastille and at the Pantheon on 22 June and the morning of June 23 and were followed by the erection of hundreds of barricades throughout eastern Paris. The June days then were an insurrection of Parisian workers against the government of the Second Republic which was crushed by the army in the bloodiest street figthing in Paris before the Commune of 1871. Alexis de Tocqueville noted the working-class character in the insurrection, and Karl Marx called the June Days the first great class struggle between the proletariat and the bourgeoisie. In 1780, Necker trusted a 'Régie générale' with the care of the 'droits d'aide' and in general with all the 'droits se percevant par exercise'. The 'régisseurs généraux' had to advance a million livres (later 1.2 million). At first there were 25, and later 28 of these 'régisseurs généraux'. In 1789 the régie générale generated slightly over 50 million. See: Marion, Dictionnaire des Institutions, p. 477.The work is usually bound in one volume, as the Conlon copy is, but here the insertion of many blank sheets and quires has vastly expanded the size of the volume which has hence been bound in two volumes. - Faint marginal waterstain in blank upper margin of first 35 pages.

At bottom printed "Signé: Delaporte, Couthon, Maignet, Bassal, Raynaud."Bertrand and the others named in the document, are re-instated in their former positions from which they had been ousted by 'counter-revolutionaries' and are ordered to form a provisional Corps Municipal. Bertrand would later participate in the Babeuf conspiracy and was condemned to death in 1796.On 29 May 1793 Lyonnais moderates took over the city and although proclaiming their devotion to the Republic, Lyon in fact entered into rebellion against the National Convention. When the entire southeast of Lyon rose and Jacobins were massacred in the city itself, the city appeared to be the seat of a new royalist conspiracy. The armed forces of the Convention encircled the city in July which fell in October. The punishment was pitiless: on 12 October the Convention proclaimed: 'Lyon made war on liberty; Lyon is no more.' The city was to be destroyed and a new city established under the name Commune-Affranchi.

On ne trouverait nulle part ailleurs des matériaux aussi abondantes et aussi sûrs pour l'histoire de la période quelle embrasse' (Hatin). This newspaper also provided interesting critiques and an immense volume of information concerning political activity in Paris (Historical Dictionary of the French Revolution 1789-1799, ii, p. 797). - Introduction and general frontispiece & title bound in the third volume of this set.
