The author was 'membre de la section de constitution de la Commission du Conseil des Cinq-Cents.'He had a long and distinguished career during the Revolution, among others leading an army of volunteers in the Savoie during the campaign with Montesquiou, was involved in the 18 Brumaire, and member of the legislative commission which had to prepare a consular constitution.The text gives the articles defining functions and legal and political positions for the Senat conservateur (12), Tribunat (13), Corps Législatif (11), Premier Consul (23), Second Consul (8), Troisième Consul (7), Conseil d'État (8), État politique des Citoyens (7), Division du Territoire (3), etc., etc. - Tiny hole neatly repaired.

First edition of this history concerning the money of the Romans and antiquity, their finances, revenue, counterfeits and counterfeiting practices, forgery of antiquities, etc. The work by Chassepol (or Chassipol) is followed by the Dissertation written by Guillaume Beauvais.'Ce petit traité fut commandé par Colbert, desireux de connaître le système financier des Romains. On y trouve quelques faits précieux' (Coquelin & Guillaumin, i, p. 335). - From the Bibliothèque de Mr. le Baron Zangiacomi and the Bibliothèque de Mr. Laumonier.

All bound in three 4to volumes. Contemporary red morocco, spines gilt with raised bands, labels with gilt lettering, two volumes with a gilt stamped ornamental center piece on both sides, all three with a floral ornament in the corners, gilt borders (two volumes) and gilt double fillet (one volume), two volumes with gilt edges, joints of two volumes rubbed, extremities shaved. Very interesting and important legal document: these pieces deal with the trial of the Duc de Bethune and J.-E. Dat against the Marquis de Becelaer with regard to the heritage of Mademoiselle de Melun. The inheritance in question came from Mademoiselle de Risbourg who had made up a will on October 31, 1746, which she changed on November 4, 1746. The Duc de Bethune, J.-E. Dat and Mademoiselle de Melun oppose this change and claim that the original will as drafted on October 31 is the valid one and that the Marquis de Becelaer has manipulated Mademoiselle de Risbourg into changing her will shortly thereafter. All mentioned parties were heirs in both versions of the will: what changed however was what each of them received. The manuscript "Extrait des registres de la Cour du Parlement" text at the end of volume 3 rules in favour of the defendant, the Marquis de Becelaer.The third volume has a particular feature: the first and third texts are printed on small folio sized paper and have been bound crosswise in the volume and folded to match within the binding. This new court, from which there was no appeal, was instituted at a time when Revolutionary France seemed in a desparate situation: military defeats, the treason of Dumouriez and the eruption of counterrevolution in the Vendée and riots in Paris.The Tribunal was to have jurisdiction over all counterrevolutionary activities, all attacks on liberty, equality, unity, the indivisibility of the Republic, the internal and external security of the state, and all plots tending to reestablish the monarchy or any other authority hostile to liberty, equality, and the sovereignty of the people. The most famous name attached to the Tribunal is that of Fouquier-Tinville. Contains:1. The work is very rare: Van den Dungen counts fewer than a dozen copies known worldwide. Reprint of this extremely rare and important work, published in a limited editon of 150 numbered copies and 30 copies not destined for the trade and since long out-of-print. Le Nouveau Cynée 'is, in essence, an early plea for the settlement of international disputes by means of arbitration. It is also a condemnation of war on rational rather than religious grounds. 'Mit seinem Nouveau Cynée begründete Emeric Crucé den modernen Pazifismus ... So war Crucé der erste, der ein wirklich universelles Friedenssystem verfasste' (almost 100 years before the Abbé de Saint-Pierre's Projet pour rendre la Paix perpetuelle en Europe) writes Ter Meulen in his famous work; his colleague Christian Lange confirms this in his equally well-known study where he calls Crucé 'le prémier internationaliste véritable'. More recently, Hinsley had written that Crucé's book was, 'in the records of modern history, the first proposal for an international organization that was also a proposal for maintaining peace'.'This little work, in short, is of major significance in the history of peace writings, particularly as regards the idea of international organization. There is thus little cause for surprise to find that the two most famous collections of peace literature that exist possess a copy of it. Neither should it cause surprise to learn that a further two copies ... are to be found in two equally famous collections, this time of economic literature (the Seligman Collection at Columbia and the Goldsmiths' Collection at London). For Crucé is not only considered an early advocate of international arbitration, but equally the founder of the free trade doctrine in France ... To facilitate and increase international commerce he proposes the introduction of one currency in Europe, and one system of weights and measures, and the joining together of seas and waterways. Crucé insisted that the economic interests of nations were in peace, rather than war, but this would only become the accepted dogma of political economy one hundred and fifty years later, when Adam Smith published the Wealth of Nations ... One of the reasons commonly suggested of the long obscurity which befell this book is precisely its striking originality. Contemporaries hardly took note of the book, as its thesis appeared too unconventional, and the author's proposal unrealistic and utopian ... His patience bore fruit, (however,) and he is now regarded as the 'véritable précurseur du libéralisme moderne, ... sans doute le premier écrivain qui ait entrevu le rapport intime entre le commerce et la paix'. This estimate indicates that the absence of Crucé's work in the major collections on the history of economic literature might constitute a serious gap' (Peter van den Dungen, The Hidden History of a Peace "Classic": Emeric Crucé's Le Nouveau Cynée, p. 27ff).

Deals with the discussions concerning an address to the King, after the assassination of the Duc de Berry by Louvel. The Duc de Berry was heir to the throne as second son of the comte d'Artois (who became King Charles X in 1824). His assassination set off a political crisis that brought down the Decazes ministry and finally brought to power the right-wing royalists.

'Travail ou sont étudiés les principes fiscaux et l'ensemble de la situation financière ..... On y trouve un exposé intéressant du Fonctionnement de l'ancienne gabelle' (Stourm). "It was not so much his physiocratic doctrine as his general grasp of macroeconomics that led Du Pont to take a strong stand against the Revolutionary government's growing resort to the issuance of paper money. In March 1790 he prepared a report (this work) for the Committee on Finance, which warned against the Assembly's resort to financing revolution through the use of paper money. An an alternative to printing money Du Pont recommended that the government reduce a proportion of its increases in spending on new prpgrams and that it temporarily retain, though at a reduced rate, the taxes on salt, bouillon, and furs, which it was about to abolish. If any deficit remained in the government's budget after these actions, it was to be made up by a surcharge on all other remaining taxes" (James J. McLain, The Economic Writings of Du Pont de Nemours, p. 148).

Original edition, extremely rare with the "Supplement ...." which is almost always lacking. Against the policy of La Luzerne with regards to the colonies. Gouy d'Arcy led the colonial delegates in support of the Tennis Court Oath: the colonies had sent delegates to the upcoming Estates General in France and had even drafted their own cahiers des doléances in which they voiced their demands for more home rule and economic freedom.Gouy d'Arcy acquired a consderable fortune by marrying Anne-Amable Hux de Bayeux, a rich creole from Saint-Domingue and he became an ardent defender of colonial and Saint-Domingue interests, was founder of the colonial committee of Paris and the Club Massiac, and was instrumental in legislation favouring the colonists, and a fierce opponent of Brissot and the Amis des Noirs. Together with Moreau de Saint-Méry, he organized fierce opposition to any colonial reform (see: Albert Soboul, Dictionnaire historique de la Révolution française, pp. 516-7.)The original frontcover of volume one is preserved and gives, both recto and verso, the chronology of the events in Saint-Domingue covering the period December 1st 1789 - 22 October 1790. - Very rare in this complete state.

First edition, although INED (listing this edition) states that the first edition was published in 1790, but no copy with that date could be found. The author, born in 1754, was among others an intimate friend of Mirabeau whom he often helped with his works and researches. The present work deals with fiscal theories inspired by several economic theories from the preceding century. The author cites, analyses or discusses Quesnay and his followers, Adam Smith, Stewart, etc.

HAUTE-GUIENNE -

Proceedings of the first session of the Assemblee as planned by Turgot and created by Necker.The second of the Assemblées provinciales as planned by Turgot and created by Necker, and, together with the first (Berri), one of only two to survive until the Revolution. There was no indemnity for its members. The freedom of the wine-trade was one of the important issues. Another important matter was the reorganisation of the cadastral administration by Henri de Richeprey, the author of the article 'Imposition' in the Encyclopedia of Diderot & d'Alembert. Also agricultural problems were extensively dealt with and old feudal laws concerning landed property were abolished. The meetings and discussions were influenced by the president, Champion de Cicé, a friend and disciple of Turgot. Below the imprint a small piece of paper has been pasted: "Et se trouve à Paris, Chez Moutard, ....."

Amsterdam, septembre 1, 1689 - octobre 1, 1690 (Paris, EDHIS, 1976). 228 pp. 4to. Modern leather. Well executed reprint of this rare and important work. Edition limited to 150 numbered copies and 30 copies not destined for the trade. This reprint is since long out-of-print. Above anything else, the Soupirs de la France Esclave ..... is a vehement protest against the absolutism of Louis XIV and strongly pleads for the rights of the people: 'les peuples ont établi les Rois pour conserver les personnes, la vie, la liberté et les biens des particuliers'; but the French government has become so tyrannical that it now sees everything as its rightful property; properly speaking there is no State or government but only the conveniences of the King. It should be noted that the work is not an apology of egalitarianism: it blames Louis XIV for having abolished the privileges of the different classes by which it has also erased all distinctions between the classes.The first three memoirs describe the oppression and the tyranny under which the people suffer and the general misery. The next two memoirs reveals by which means the court has established it absolut power and its abuses, in the memoirs 6-8 the author maintains that the crown is elective and the Salic Law of no value, that power rests with the Estates general ('les dépositaires du pouvoir') and superior to the King and that the 'Parlement' has been created to represent these Estats general. The memoirs 9 and 10 deal with the 'Grand Conseil', the 'maires du palais', 'des pairs, des ducs, comtes, etc.' who once were independant but are today no more than slaves. The memoirs 11-15 deal with the earlier periods of France when there was no standing army and oppressing taxes and how the monarchy can be brought back to its former state.'Cette publication fut naturellement l'objet d'une surveillance spéciale de la police de Louis XIV. On détruisit avec le plus grand soin tous les exemplaires sur lesquels on put mettre la main; et elle devint si rare, qu'en 1772 le chancelier Maupeou en acheta un exemplaire dans une vente au prix de cinq cents livres sur l'enchère du Duc d'Orléans' (Brunet).The work is also often attributed to Michel Le Vassor and it has also been supposed that Jurieu is the author of the last 2 memoirs only.

A treatise on 'artificial pastures' and other means to improve agriculture, originally published in 1756 as a volume of 124 pages only. In the present third edition the original essay is followed by two other treatises, of which the first deals with the culture of clover, and the second with the exportation of corn. Simon-Philibert la Salle de l'Etang (1700? -1765) here provides one of the earliest systematic plans for rotating food crops with "artificial" pastures, allowing tilled lands to rebuild nutrient reserves. In addition, the author advocates raising livestock for manure to fertilize dry and sterile lands. In order to facilitate his plan, he calls for the establishment of a national bureau of agriculture that would be responsible for record- keeping, distributing produce throughout the country in times of famine and regional crises, regulating foreign trade in agricultural products, and maintaining fair prices. La Salle de l'Etang was an official of the city of Reims and deputy at Paris and author of a popular 'Manuel d'agriculture'. His formula for a balanced partition of the soil between arable land and 'artifical pastures' was adopted by Quesnay in his famous article 'Grains' for the 'Encyclopedie'. - Old handwritten ownership's entry in blank lower margin of the title-page.

The last 144 pages contain the 'pièces justificatives' and contain 17 motions and 'opinions' by the author.Lally-Tollendal was an Anglophile and became deputy to the Estates General and the National Assembly. Popular in the early stages of the revolution, because of his decision to join the deputies of the Third Estate, with forty-six other aristocrats, in defiance of the king's orders, his reputation began to detoriate because of his close association with the moderate royalists known as anglomanes or monarchiens. He denounced the murder by a Parisian crowd of the hated royal intendant Bertier de Sauvigny, It was in response to his impassioned speech that Barnave uttered the famed words, "Was that blood then, so pure that it was such a great crime to spill it?" In the months that followed, Lally continued to call for the suppression of lawlessness and supported the increasingly unpopular policies of the anglomanes. He declared himself in favor of a two-house legislature, an absolute royal veto, and a reconsideration of legislation ending aristocratic privileges. When the King and the Assembly were forced to move to Paris in October 1789, Lally fled to Switzerland and opposed the revolution for more than two years from exile.

Batz, holder of the concession of the 'péage' of Saint-Croix (Guienne). This reimbursment was established in article 36 of the decree of March 15, 1790 by which the 'péages' were suppressed and reimbursment promised to those who had previously acquired the concession from the state. The issue was discussed in the National Assembly because M. Batz was a member of the central committee in charge of the liquidation. - A bit dampstained.

A note by the editor, preceding the frontipiece and title and signed "Le marquis de L***," states that he was able to borrow and copy the text from one of these three printed copies.The work deals with indemnities the author should receive from the state, but which are being withheld. Apparently the author, Avocat au Parlement de Paris, has discovered that substantial sums of money "disappear". Although he revealed what happened, and was entitled to a reward as well as reimbursment for costs made, he has great difficulty in getting the money due to him. The three persons for whom the copies were printed were all involved or responsible in this affair. - Very nice engraved frontispiece showing a bee hive surrounded by bees and the text at foot "Pro Rege Exacuunt." - Very rare.

MEERMANS-BURGH -

Leyden, by Ysbrant van Leeuwen, woonende in de Keetelboetersteeg, by de Breede-Straet in de Druckery, En Herdruckt ter boekdrukkerye van Van Damme, in de Lange Pieters-Choorsteeg, 1753. One large folio sheet, text on recto, verso blank, in excellent condition. This is an 18th-century re-edition of these rules: the text ends with the printed names of various members of the Meerman family and the capacity in which they sign, and states (in translation): Done and Ordered in Leiden, on the 28 September 1685. Contains in 17 articles the rules and regulations for the charitable institution Meermans-Burgh in Leiden, its provisions, criteria for entry (honourable widows or persons of the female gender, no younger than 40 years and without children) and the rules to live by (no swearing, shouting, gossiping, mocking, fighting), rights of visits (limited, no feeding or drinking to be given, nor is it allowed to have someone stay over, etc.), what will happen in case of illness or death, what to be done with wordly goods (inventory lists to be drawn up and investments to be given in the hands of the administrators: interests were used for the owner of these as the governors saw fit), minimal material requirements for entry (owning a bed, bedlinens, shirts, etc.), penalties for misbehaviour such as drunkenness, playing the dice or cards, requirements with regard to cleaning of the house, dispensing of dirty water of any kind, the right to pick up a pint of beer at noon at every day, opening and closing hours of the gates in summer and winter, etc. The Meermans-Burgh still exists today (albeit with another function) at Oude Vest 159 in Leiden. In its place were previously a cloister called Nazareth, later brewing companies. In 1681 the buildings were acquired by Maarten Meerman and his wife Helena Verburgh (hence the name, a combination of the two last names) where they wished to create a so-called "Hofje", an almshouse, for widows and single females of good standing and without children. The first eleven houses were designed by Anthony van Breetvelt and after his death the architect of Leiden, Jacobus Roman, designed and built the other houses as well as the impressive chambers for the governors.Maarten Meerman and his wife both came from important families. Meermans famliy had made its fortune in the graintrade and Meerman himself was director of the famous Dutch East India Company (VOC) for the city of Delft, a popular and lucrative position. Meerman and his wife used their fortune among others to create this alsmhouse. - A very good, well printed and flawless broadside.

In April 1792 he was promoted to lieutenant-general and a month later was dispatched to the marquis de Lafayette's army. A year later Dumouriez selected him as commander for the Armée du Midi. With this army he crossed the Italian frontier to Savoy. A dispute with the Convention led to the accusation of compromising the Republic's dignity, and choosing not to face a trial, Montesquiou withdrew to the canton of Zürich where he remained until after 9 Thermidor. In 1797 he returned to France a became a member of the Constitutional Circle, which opposed the Clichyens, a right-wing political grouping (Historical Dictionary of the French Revolution, 1789-1799, ii, pp. 676-677.)

Necker's famous defence against accusations by Calonne who claimed that Necker's tenure in office which ended in 1781 was not the success it was thought to be and that Necker's famous Compte Rendu was based on incorrect figures. Calonne claimed his figures were based on what he called "comptes effectifs" which he however consistently failed to produce to prove his point. The previous controller general, Joly de Fleury, confirmed that he believed that Necker's Compte Rendu was accurate, a claim which shocked the keeper of the seals, Hue de Miromesnil and the King: Calonne was dismissed and Necker returned to office shorlty thereafter. The dedication to Madame de Pompadour, although signed by the author, was written by Marmontel upon the request of Fr. Quesnay and forms an excellent résumé of the Physiocratic doctrine.Patullo was a friend of François Quesnay and the present work is largely based on an unpublished article by Quesnay. It was at Quesnay's instigation that Patullo was allowed to dedicate the Essai to Madame de Pompadour. The first half of the books discusses the crops the author believes should be grown in France, the second half discusses the ensuing prosperity if his plans are implemented: see: Weulersse, Le mouvement Physiocratique en France ....., p. 52-53.

The work includes a description of Philadelphia as well as a printing of the Pennsylvania Constitution of 1776. The author, who lived several years in America, was a French military physician who had converted to Quakerism and gave up his commission to become a spokesman for French Quakers.

The author was born in Bellay, around 1760, and died in Strasbourg in 1846. He started his career with a trading company in Lyon, and after that went to work for the house of Delessert in Paris. He founded himself a trading company but with little success. He became regent of the Banque de France, member of the Chamber of Commerce of Paris and one of the editors of the Code de Commerce. In 1819, he established the world's first school of management, a kind of business school providing special instruction for young people who had finished their academic studies and intended to pursue a career in commerce and industry. Roux's school, the École Supérieure de Commerce de Paris, still exists today as the ESCP-EAP "European School of Management", with branches in Paris, Oxford, Madrid and Berlin.'Économique. At head of title: 'Les amis de la liberté de la presse.'The Société des Amis de la Liberté de la Presse appeared briefly during the electoral campaign of 1827 when François-René Chateaubriand rallied Ultra and moderate royalists opposed to the Villèle government to protest censorship of the press and to elect deputies to the Chamber who would abolish censorship laws. Chateaubriand had become a dangerous opponent of the Villéle government in June 1824 when the celebrated writer had been unceremoniously dismissed from his post as minister of foreign affairs. The ordinances of 24 June 1827, which reimposed censorship on the periodical press, provided Chateaubriand with an opportunity for political revenge that he eagerly seized. Chateaubriand's society, probably never more than an informal grouping, formed early in June and included royalists, doctrinaires, and some members of the Center Left opposition that a common opposition, often personal, to the Villèle government, outrage at the reimposition of censorship, and admiration of Chateaubriand temporarily united in 1827. Meetings of the society brought together such figures as Prosper de Barante, the duc de Choiseul, the comte de Montalivet and the baron Hyde de Neuville, journalists like Alexis de Jussieu and Louis-François Bertin de Vaux and ambitious young intellectuals as de Salvandy and Villemain. Along with the more famous and influential society 'Aide-toi, le ciel t'aidera', the 'Amis' had an impact on the electoral campaign of 1827. Indirect testimony to the government's fear of the society's effectiveness lies in the policies adopted by the postal service. Because it could not be relied upon to deliver political pamphlets to provincial cities and towns, trusted friends of the society had to carry many works personally (see: Historical Dictionary of France from the 1815 Restoration to the Second Empire).

Jacques Savary (1622-1690) was for some time director of the French Royal Domains, and later became general business agent to the Duke of Mantua. He had such sound notions about commerce and was so successful in his operations that Colbert appointed him in 1670 in the "Conseil de la Reforme", which was to reform and refine the rules of commercial practice. The "Commercial Code" of 1673 resulting from it was called after him "Code Savary". He was then also pressed to write down and publish all his commercial knowledge, which pressure led to the publication of the famous Le parfait Négociant (1675). It taught everything a merchant should know, but only his left papers revealed to the world the immense and universal knowledge on commerce Savary possessed. The dictionary was immensely successful and covers all aspects of commerce and trade as well as legal and historical matters. Deals among others with: trading cities throughout the world, their manufactures, operation of foreign trade, trading companies (including a short history of the South Sea Company), banking (including an account of John Law's Bank), bookkeeping, etc. etc. The dictionary was the first of its kind to appear in Europe, and has furnished the principal part of the material for most of the dictionaries that were to follow. The project was sponsored by the French government who justly considered that such a dictionary, if well executed, would be of national importance. Hence a considerable, and indeed the most valuable portion of the work is compiled from memoirs sent to the author, by order of government, by the inspectors of manufactures in France and by the French consuls in foreign countries (see: McCulloch, p. 61). The dictionary is preceded, in volume one, with an elaborate, long (upto column 544) separate essay on the "État général du commerce de l'Europe" (and followed by the other continents Africa, Asia and the Americas). - Very small damage to head of spines of volumes 1 and 2.

Jacques Savary (1622-1690) was for some time director of the French Royal Domains, and later became general business agent to the Duke of Mantua. He had such sound notions about commerce and was so successful in his operations that Colbert appointed him in 1670 in the "Conseil de la Reforme", which was to reform and refine the rules of commercial practice. The "Commercial Code" of 1673 resulting from it was called after him "Code Savary". He was then also pressed to write down and publish all his commercial knowledge, which pressure led to the publication of the famous Le parfait Négociant (1675). It taught everything a merchant should know, but only his left papers revealed to the world the immense and universal knowledge on commerce Savary possessed. The dictionary was immensely successful and covers all aspects of commerce and trade as well as legal and historical matters. Deals among others with: trading cities throughout the world, their manufactures, operation of foreign trade, trading companies (including a short history of the South Sea Company), banking (including an account of John Law's Bank), bookkeeping, etc. etc. The dictionary was the first of its kind to appear in Europe, and has furnished the principal part of the material for most of the dictionaries that were to follow. The project was sponsored by the French government who justly considered that such a dictionary, if well executed, would be of national importance. Hence a considerable, and indeed the most valuable portion of the work is compiled from memoirs sent to the author, by order of government, by the inspectors of manufactures in France and by the French consuls in foreign countries (see: McCulloch, p. 61). The dictionary is preceded, in volume one, by an elaborate, long (upto column 544) separate essay on the "État général du commerce de l'Europe" (and followed by other essays on the continents of Africa, Asia and the Americas). Napoleon, who had no love for profiteers, tried to reduce his fortune through taxes and fines but failed. Séguin survived the Empire and the Restoration and lived thereafter the life of an eccentric, Balzacian rentier, devoting most of his intellectual energies after 1815 to the composition of pamphlets on government finance. He is best known for his memoirs on heat and respiration and as Lavoisier's assistant from 1789 to the latter's death in 1794. - Second work with a printed dedication leaf, the fifth work with a handwritten and signed dedication, the work by Delon (number 13) has a somewhat larger size and has been folded to fit into the volume.

The 'Epitre Dédicatoire' reads 'De l'Éditeur Anglais à M. Richard Frewin, Ecuyer, un des Officiers des Douanes de Sa Majesté.' Furthermore the text states that this Mr. Frewin has produced the tables, that Mr. Frewin wants to remain in the background but that he must be seen as the principal author of the work. If there ever was an English original is unknown: no English version of this work exists. However, it may be that this is a French version of the item listed under Goldsmiths 12314: "The rates of merchandize, as settled by the Acts of 12 Car. II. Cap.4, II Geo I, cap 7 . With the duties and drawbacks ." published in 1782 and of which Richard Frewin was one of the compilers. This is a nicely printed list of import and export rates, a very detailed listing in alphabetical order by product and country or source of origin, with the rates given in both English and French currency. Includes rates on paper (writing paper, copper plate paper, printing paper, whited brown, brown paper, etc.) giving various sorts of paper (Impérial; Sur-Royal, Cartouche, Bleu Royal, Lumber-main, etc.) and the dimensions of paper. - With library-stamps on front cover and a few pages: Archives. Its two most notable features are its understanding of the central role of fiscal policy in economic reform - the result of an exceptionally comprehensive grasp of the economic process - and its use of detailed numerical data to substantiate conclusions. Schumpeter called the work 'unsurpassed, before or after, in the neatness and cogency of the argument ..... Purposefull marshalling of all the available data was the essence of his analysis. Nobody ever understood better the true relation between facts and argument. It is this that makes him an economic classic in the eulogistic sense of the work, and a forerunner of modern tendencies' (Schumpeter, History of Economic analysis, p. 204).
