With the establishment of the Villèle government part of the staff of Le Défenseur identified itself with power, a smaller minority called l'incorruptible, moved to found the Drapeau Blanc.The Drapeau Blanc was an ultraroyalist newspaper of the Restoration and expressed from the start the most extreme ultraroyalist views to be found in the whole of the Restoration press. From 1820 on, the censors removed a great many articles from the Drapeau Blanc.The 'Avertissement' claims that the continuous requests for the reprinting of certain articles has made the present publication necessary in which the more important articles on politics and religious questions are published again. - The first leaf with a repaired tear in the outer blank margin, paper somewhat browned, last part of the volume with a faint stain in the outer blank margin.

The Congress of Verona (1822) was the largest and most elaborate assembly of its kind since the Congress of Vienna in 1814-15 (see at length: Historical Dictionary of France from the 1815 Restoration to the Second Empire, volume ii, pp. 1081-3.) It was an assembly of the four major conservative powers in Europe (Russia, Austria, Prussia & France) and its aim was to keep Spain from introducing a liberal constitution. It furthermore stipulated that European countries were to be ruled by absolute monarchs, with considerable influence for the Church and with censorship to combat the spread of liberal ideas. It was in fact a rejection of the principles of the French Revolution and the Enlightenment. The current text is an analysis of the political situation in Europe at the beginning of the Congress: 'quoi qu'il en soit, ni le congrès, ni les matières qu'on y doit traiter, ni les résultats qu'il peut avoir, ne sont la question de l'Europe. Elle n'est pas non plus dans l'alliance fictive de quelque puissance, ni dans la discussion spécieuse de telles doctrines favorables ou contraires au pouvoir. Elle est cette question de l'Europe, immédiatement dans les vices de son organisation sociale, et médiatement dans les vices de son équilibre politique.' 'C'est l'ouvrage d'un homme de talent et d'esprit' (Tourneux).This is a collection of satirical biographical sketches of the members of the French Parliament in Paris (States General; États-Généraux) during the first year of the French Revolution: among those described in these volumes are Necker, Mirabeau, the Marquis de la Fayette, the Comte de Montmorin, the Duc de Luxembourg, the Vicomte de Noailles, Clavière, Beaumarchais, Bergasse, Condorcet, Abbé Grégoire, Brissot de Warville, and many others. Most are described in a satirical way, except for a few, including Mirabeau, under a fictitious name. The 'Galerie' was published anonymously and obviously caused turmoil.Although many names have been put forward as possible authors, the most likely candidate is Mirabeau as he is one of the very few who is described favorably. Each volume contains at the end a leaf giving the keys to the fictious names used in the biographical and satirical essays. In the third volume the female characters being dealt with are: Madame Necker, Madame de Stael, Princesse de Beauveau, Comtesse de Sabran, Comtesse Diane de Polignac, comtesse du Barry, etc. etc.
